Round Table “Taxation in the IT Industry” held at ICL

The Institute of Comparative Law organized a round table on June 4th, discussing “Taxation in the IT Industry.” The moderator was Miloš Vasović, a researcher at the Institute of Comparative Law and an expert in tax law. The panelists included Miloš Krstić, a tax advisor from the UAE; Aleksandar Vasić, a tax advisor and accountant; Vuk Popović, founder of Quantox company; and Nebojša Bjelotomić, director of the “Digital Serbia” Initiative.

First Panel: Freelancers’ Taxation

Miloš Vasović presented the most common questions from freelancers and provided practical advice on tax obligations. Aleksandar Vasić discussed the legal framework governing freelancers and their taxation.

Second Panel: Tax Issues for Domestic Firms and International Business

Miloš Vasović analyzed the tax issues for domestic individuals establishing companies in Serbia and conducting international business, as well as those establishing companies abroad. Miloš Krstić presented the UAE tax system, particularly the legislative framework for digital assets and cryptocurrencies, highlighting the advantages and disadvantages of the UAE tax system.

Industry Representatives

Nebojša Bjelotomić introduced the “Digital Serbia” Initiative, an organization that has significantly contributed to the development of the IT industry in Serbia. Vuk Popović, founder of Quantox, shared his experiences with taxation and the development of his company, which operates in eight countries and employs over 500 people. Popović discussed the challenges he faced in establishing and expanding his company.

Conclusions

    1. Tax Reform: Reforms are needed to encourage freelancers to establish companies and retain capital in Serbia.
    2. Insufficient Tax Incentives: Current incentives do not sufficiently encourage Serbian residents to establish companies.
    3. Comparative Legal Solutions: Solutions from Estonia, the USA, Dubai, and similar jurisdictions should be considered to improve the Serbian tax system.
    4. Enhancing Tax Administration: It is necessary to increase the number of employees in the tax administration and improve their professional training.

    The round table highlighted key issues and recommendations for reforms to create a more favorable business environment for the IT sector in Serbia.
